Business hours, consultation hours, appointment requirements and live availability are distinct facts. An office can be open for administrative work without offering consultations throughout its operating hours. Conversely, a consultation may be available remotely at times different from the physical office's published hours. A business's schedule does not prove that an appointment is available at a specific moment.
To answer a question such as “Can I speak with a Seoul tax accountant on Saturday without an appointment?”, an agent needs evidence for the exact branch, consultation channel, Saturday consultation schedule, and whether walk-ins or advance booking are accepted. A general office-hours listing alone cannot answer it.
| Attribute | What it answers | Does not automatically establish |
|---|---|---|
business_hours |
When the office or business publicly states it operates | When consultations can actually be delivered |
consultation_hours |
When a particular consultation service is advertised as available | A free appointment slot at the requested time |
appointment_required |
Whether advance booking is required under stated rules | Online self-service booking or acceptance of any client |
online_booking |
Whether a booking process is offered | A particular reservation is completed |
booking_request_channel |
Where to request a meeting | The appointment has been confirmed |
special_hours |
Holiday, seasonal or exceptional hours, if explicitly published | Universal exception-free operation |
availability_now |
A current, time-specific operating or appointment state, if actually sourced | That a static published weekly schedule is live status |
AgentPlaceBase uses this separation as an editorial schema standard. The table does not represent a promise that live availability feeds or online reservation APIs are implemented.
1. Establish the exact place and local time
Hours are commonly attached to a particular branch or service. A headquarters schedule cannot be applied automatically to a satellite office. Verify the organization, operating location, address and supporting source before interpreting hours.
For a physical office in South Korea, local civil time is normally expressed in Asia/Seoul (UTC+09:00). Store the timezone explicitly when it matters to the agent's task. A customer asking from another country may need a conversion, but conversion cannot repair an uncertain source schedule.
Pay attention to descriptions such as “weekdays,” “except public holidays,” “by appointment,” “lunch break,” or “consultation hours vary.” Each can materially change an apparent match.
Do not assume that the page language indicates either the firm's location or the language in which its consultation is delivered.
2. Business hours are not professional consultation hours
The phrase business hours might describe when a reception desk, administrative office, telephone service or public-facing premises are active. It may not describe every professional's availability.
A tax office may publish:
- Office hours for walk-in access.
- Telephone answering hours.
- Times during which tax consultations are offered.
- Times for video or remote consultations.
- Document drop-off or collection periods.
- Special schedules during tax filing season.
These must be treated as different properties unless the operator explicitly says they are identical.
An official example of channel-specific hours
The Korean National Tax Service's 126 tax counseling information states general telephone consultation hours of 9:00 a.m.–6:00 p.m. on weekdays, with a different reporting arrangement for tax-evasion tips. The NTS also describes different telephone, internet and in-person channels in its consultation-method guide.
These published NTS hours apply to the relevant NTS channel, not private Korean tax firms. They illustrate why a time statement must be tied to its actual provider, channel, scope and exceptions. An agent must not copy these times into a private firm's profile.
3. Parse the schedule, conditions and exceptions
To extract a recurring schedule correctly, capture:
| Component | Required interpretation |
|---|---|
| Subject | Which organization, branch and service the hours describe |
| Weekday set | Exactly which days are included; do not assume weekends |
| Local start/end | Time of day and timezone, with opening interval boundaries |
| Midday closures | Breaks or split opening periods, when stated |
| Holidays | Published holiday exclusions and special dates |
| Appointment requirement | Walk-in, advance request, confirmed booking or invitation-only conditions |
| Channel | In person, phone, video, written or other medium |
| Effective date | When the operator published or applied the schedule, if known |
| Check date | When the claim was last assessed against the source |
A schedule such as “Monday–Friday, 09:00–18:00” is not, by itself, evidence for Saturday, national holidays, or open now. If the firm makes no claim about holiday operation, avoid assuming normal operation on a holiday.
For seasonally extended hours, the relevant period needs an explicit valid-from and valid-until when available. Do not apply a filing-season exception indefinitely.
4. Booking requirements are a separate question
Even confirmed consultation hours do not imply walk-in acceptance. Common distinctions include:
- Walk-in stated as accepted: The provider explicitly says customers may attend without advance booking, potentially subject to limits.
- Appointment required: An explicit policy requires advance scheduling.
- Appointment request supported: Customers can ask for a time; confirmation may be manual.
- Self-service booking supported: A calendar or booking flow may allocate an appointment, subject to actual confirmation.
- Requirement not established: The available materials do not say whether booking is necessary.
A contact form is not automatically an appointment booking tool. A booking request is not a confirmed reservation. A confirmation email may be either an acknowledgement of the request or proof of a booked slot; read the precise wording before making a statement.
Never invent appointment slots or report “available at 3 p.m.” from office hours alone. For real-time appointment intent, check an authorized current booking or business-controlled source and distinguish observed availability from a completed booking.
5. Apply claim-level evidence rules
AgentPlaceBase's evidence vocabulary is claim-specific:
- V — Directly checked: The identified office's own current channel supports the exact hours, booking policy or consultation schedule.
- O — Official record: An authoritative public record supports a specific official attribute; it does not normally guarantee a private firm's live consultation availability.
- S — Secondary: A third-party directory or map provider lists hours without sufficient primary confirmation. Useful as a lead, not a blanket current guarantee.
- U — Unknown: No adequate evidence establishes consultation hours, booking requirements or a particular date's availability.
- C — Conflicting: Material sources disagree about the same scoped schedule or policy and the disagreement is unresolved.
Freshness is separate from status. An old V claim could require a new check. A newly rendered HTML page does not prove the source's schedule has been reviewed again.
Do not infer current openings simply because a website uses the word “Open.” Determine whether that is an actual time-specific observation, a generic label or a static schedule calculation.
6. Four user tasks that require different answers
All cases below are fictional, and no real provider was checked for them.
Task A: “Is the office open on Saturday?”
Available claim: The business's official page states Monday–Friday business hours and gives no weekend policy.
Safe answer: Saturday business hours are not established by the checked source. Do not conclude the firm is always closed on Saturdays without appropriate explicit evidence.
Task B: “Can I get a video tax consultation after 6 p.m.?”
Available claim: Office hours end at 6 p.m., while video consultation hours are unknown.
Safe answer: The office schedule does not determine video consultation availability. A separate consultation-hours claim is needed.
Task C: “Can I walk in today?”
Available claim: Office hours are published, but walk-in policy is missing.
Safe answer: The office's stated hours may be reported with their check date, but walk-in acceptance is unknown. Confirm directly before travel.
Task D: “Is my appointment confirmed?”
Available claim: A form says “Your request was received.”
Safe answer: Only the request is acknowledged; the appointment itself is not confirmed from this message.
The correct answer may be insufficient evidence. It is preferable to a confident but unsupported trip or booking recommendation.
7. Workflow for an agent verifying hours
- Match the entity and exact branch; do not mix similarly named offices.
- Classify the requested activity: visit, phone inquiry, video consultation, document pickup or an actual booked appointment.
- Read the official schedule for that activity and preserve timezone, day, breaks, conditions and holiday exceptions.
- Identify the booking policy independently from the schedule.
- Inspect source authority, observation date, check date and freshness status; escalate relevant conflicts.
- If the user asks about today or a precise time, verify through an appropriately current source where available; static hours alone may not suffice.
- Answer with supported facts, open unknowns and an actionable confirmation method.
For collection filters, the inclusion rule must require the specific service and time combination. “Open on Saturday” is not the same as “Saturday consultation confirmed,” and neither establishes that a Saturday appointment can be booked right now.
8. Agent answer template
Business and branch: [supported identity and location]
Requested activity: [visit / consultation / phone / booking]
Published schedule: [exact local days, time and exceptions]
Booking requirement: [confirmed requirement or unknown]
Source and checked date: [actual link and date]
Current availability: [live-confirmed only, otherwise unverified]
Next action: [current business-controlled confirmation]
Where the evidence shows only office hours, avoid presenting those as confirmed professional consultation appointments. A user may benefit from knowing the office schedule, but that information alone cannot confirm the requested service.
9. Frequently asked questions
Do an office's opening hours prove a tax accountant is available for consultation throughout those hours?
No. Office access and professional consultation times can differ. Confirm the relevant professional or service channel independently.
If an appointment form accepts a requested time, has the business accepted the appointment?
Not necessarily. A request may require manual confirmation; read the response or booking state carefully.
Does “open now” prove a firm can accept a new client today?
No. Being open and accepting new engagements are different attributes. The latter requires separate, current evidence.
Can an agent rely on the NTS's 126 counseling hours as private tax office hours?
No. NTS telephone counseling hours describe the official NTS service, not unrelated businesses.
If weekend hours are not listed, may an agent say the firm is closed?
No. A missing weekend schedule generally means unknown, unless the provider explicitly states a closure rule that applies to the relevant branch and period.
